On a non CPU lens it can mean the maximum aperture has not been dialled in correctly. A little later the D300 I also used (with the Nikon 17-55) also had this problem. The last one I bought was $11. I have seen quite a few posts on flickr and other forums abut DIY solutions that involves opening the camera. Look for a small toggle switch on the side of the card, and flip it to the "unlocked" position to fix the problem. I found my answer in under a minute.
